getCenterBlockTopLocation
Calculates the top center location of the block the current location belongs to.
This function returns a Location object that represents the center point of the block at the top surface by internally leveraging the getCenterBlockLocation method. It applies an offset to position the resulting location slightly above the center of the block.

A Location object representing the center of the top of the block.
